ANUBIS — Criminal Intelligence System (DINASED / Ecuadorian National Police): Architected and developed from scratch, solo, a microservices platform for recording, monitoring, and analyzing violent deaths nationwide, used by thousands of operational police and investigators. Implemented a ballistics module that replaced manual processes in Excel and i2 Analyst Notebook: ballistics evidence is now entered into forms, generating automatic reports and graph network diagrams that link cases, weapons, detainees, and fatalities using IBIS codes. The relational graph system reduced the time to detect patterns between cases from hours to minutes, significantly accelerating the generation of intelligence reports. Hired and led an initial team of 3 people; subsequently maintained and extended the system autonomously, delivering new modules into production. RUV — Single Register of Victims (Ministry of Interior · Secretariat for Women · PNUD/ONU): Led as a senior consultant the development of a platform for registering and managing gender-based violence victims, funded by PNUD (United Nations), representing Solusoftec as a consulting company. Directed a multidisciplinary team of 3 people (Senior Dev, DBA, Semi-Senior Dev) throughout the project lifecycle: information gathering across multiple public entities, data analysis, definition of violence indicators, development, and validation. Designed the complete system: early attention forms, single victim file, statistical reports, and tracking dashboards for national decision-makers. Project in advanced stage, pending production launch due to administrative processes of the contracting entity. Dashboard National Census in Real Time (INEC — National Institute of Statistics and Censuses): Developed as technical lead a real-time dashboard platform to monitor the progress of the National Census of Ecuador (17 million citizens), consuming data directly from the central data capture system. The system incorporated a visual builder for configurable dashboards, used by hundreds of executive and technical officials nationwide. The platform operated throughout the census period without any downtime or performance incidents, under high concurrent user load.

Built crime analysis and intelligence platforms for the National Police and CIES / Ministry of Interior, enabling data-driven decision-making for over 200 operational analysts. Developed over 10 REST APIs and microservices with Spring Boot and Node.js for public safety systems in production.
